Former Midland city manager Ricardo “Rick” Menchaca will be announced tomorrow as the lone finalist for the San Marcos city manager position, two officials familiar with the decision said today.

Menchaca, 43, held Midland’s top job for eight years starting in 1999 before resigning last year. He replaces Dan O’Leary who resigned last year and accepted the city manager position in Keller.

Mayor Susan Narvaiz today called a press conference to announce the decision at City Hall at 9 a.m. Thursday.

Menchaca left Midland in March 2007 with a severance package totaling about $500,000 after tension between him and the police chief led to upheaval in Midland, the Midland Reporter-Telegram reported at the time.

Menchaca received a bachelor of arts degree with a finance major from Angelo State University in 1986, according to an online biography.
